WHA Communities

Across sixteen communities throughout central Wilmington, Wilmington Housing Authority proudly delivers on its mission of providing affordable, safe, and secure housing for low-income individuals and families. Special communities serve the needs of the elderly and people living with disabilities.

Properties range from mid-rise and high-rise apartment complexes to a few scattered single-family residences. Our communities include Houston Moore, Hillcrest, Solomon Towers, Creekwood South, Rankin Terrace, Vesta Village, Woodbridge Apartments, Dawson Lofts, Eastbrook, and New Brooklyn Homes. We offer a variety of floor plans ranging in size from studio to five-bedroom apartments.

Our communities are vibrant, pleasant, and welcoming due to the professional efforts of onsite property managers, as well as through the dedication of volunteer resident councils who focus on community building, upkeep and beautification, resident concerns, and the planning of social get-togethers and holiday events.

In addition to the onsite property manager, other amenities include 24-hour maintenance, programs and training for family financial self-sufficiency, employment assistance, and job opportunities. Case managers at some communities provide additional services.

Who is Eligible?

Individuals and families with earnings of 30% or below Wilmington’s area median income are candidates for public housing. Low-income housing tax credit properties have varying eligibility requirements. Individuals and the head of households must be 18 or older. Other eligibility requirements include:
  • A background check covering the last five years
  • Having no current or pending criminal charges
  • Successfully passing a credit check
  • No evictions or other problems with previous landlords within the last three years
  • If the applicant is a past resident of a WHA community or of any public housing in the U.S., any outstanding balances from the previous tenancy must be paid in full
  • Full-time students who are head-of-household are not eligible for tax credit units

How to Apply

Please note that at this time, the waiting list for public
housing is closed.

To be considered for housing with WHA, eligible individuals and families must apply to the waiting list. When the waiting list reopens, it will be announced on this website, as well as through public notices in local media. So please check back periodically.

When the waiting list reopens, applicants have several ways to apply:

  • Online (application available here when the waiting list is open)
  • By mail postmarked by the last day of the application period. 
  • Send your application to Wilmington Housing Authority, 1524 South 16th Street, Wilmington, NC 28401, Attn: Public Housing Application.
  • In person at the drop-box located at the WHA’s offices at 1524 South 16th Street in Wilmington.

Please note that there is no fee to apply.

Once your application is received and processed, you will be sent a letter notifying you that you are on the waiting list. When we arrive at your application, you will be contacted to inquire if you are still interested.
  • If so, you will be invited for an interview where any changes in your circumstances are noted
  • You will be asked to present a birth certificate, Social Security card, and a photo ID showing that you are 18 or older
  • If you are a full-time student, please bring verification of your educational status. Full-time students are entitled to a further rent reduction
  • A successful interview will be followed by a background check, a credit check, and a status review of past due payments (if any) owed to WHA or any other Housing Authority in the U.S.
    Head of household may not be a student in the case of tax credit units
  • Once WHA is in receipt of all necessary documentation, you will receive final approval

FAQs

Must I update my personal information while I am on the waiting list?

Yes, please notify WHA within 10 days of any change to your phone number, email, or address.

When will the waiting list reopen?

The waiting list is evaluated for opening on a regular basis.

If I am on the waiting list, how can I check my status?

You will receive a letter at the address on file when you come up on the waitlist.

As a resident, what happens if I lose/change my job and my income is affected?

Please notify the WHA office as soon as possible. Rents are calculated based upon income. Also, please keep your Property Manager up to date on any changes to income or family composition.

If I am approved, must I reside in a WHA community? None seem to be convenient to my job or school.

Yes, if you are approved for the public housing program, you must reside in a WHA community. As an alternative, please review the details of our Housing Choice Voucher program which provides a rent subsidy to find housing from private landlords who participate in the program.

A person may apply to both the public housing and the HCV waitlists. If that person is accepted into one of the programs, they may remain on the waiting list for the other program.
