Housing and Economic Opportunities, Inc. (HEO)

Housing and Economic Opportunities was incorporated as a non-profit organization in 1998 to be Wilmington Housing Authority’s real estate development arm. Its purpose is to develop and operate new affordable housing communities and to promote economic development. The vision of WHA is to enhance and expand the housing choices available to the citizens of Wilmington and surrounding areas. Since its founding, HEO has developed or redeveloped nine apartment communities across Wilmington.

Mission Statement

To offer affordable housing and support so that no one should live in substandard housing due to financial or social conditions.

That vision is reached through a consistent focus on these goals:
• Developing affordable housing options for low- and moderate-income families
• Encouraging homeownership through federal, state, local, and private resources
• Revitalizing neighborhoods and current living environments through construction of new and safe properties
• Creating a community presence that welcomes and invites individuals and families to take advantage of our services

HEO works with various partners to fund redevelopment opportunities on behalf of WHA.

Dawson Lofts

WHA began welcoming residents to Dawson Lofts in 2019. This is a three-story apartment building consisting of twelve one-bedroom and twelve two-bedroom units at the corner of Dawson and 10th Streets.

Jervay House

Built in 2011, Jervay House offers supportive housing to people living with disabilities. Its eight one-bedroom units are thoughtfully designed with roll-in showers, grab bars and a locked front entrance with intercom system for visitor entry. Passive solar arrays provide warmth in winter and cooling in warmer months.

Pearce House

Opened in 2017, Pearce House consists of eight one-bedroom supportive housing units for disabled individuals. They are fully accessible and feature secure entries with intercom systems in units. A fully accessible community laundry room is conveniently located on site. Residents are referred through and served by Elderhaus.

Rankin Place Terrace

Opened in 1972, Rankin Place Terrace is a community of 77 townhomes that range from two to five bedrooms. In 2016, all 77 units in the development were extensively renovated. A newly constructed community building rounded out the project.

Other recent projects include the Robert R. Taylor Senior Homes and the New Brooklyn Homes.

Newly constructed in 2008, The Pointe at Taylor Estates offers 48 residential units of two to three bedrooms. Onsite amenities include a community center, laundromat, activity rooms and a playground.
