Become a Landlord

Wilmington Housing Authority’s Housing Choice Voucher Program (HCVP) is an affordable housing subsidy enabling qualified individuals and families to secure housing in the private market.

With nearly 700 residents currently holding vouchers or on the HCVP waitlist, WHA welcomes property owners and property managers to apply to become approved HCVP landlords. WHA is needing rental units varying in size from one to three bedrooms, as well as single family homes. Owners can list multiple properties with WHA/HCVP.

WHA landlords draw up leases directly with tenants. WHA then subsidizes landlords directly, with tenants paying their share directly to the owner.

Property owners who are ideal candidates to become landlords will meet these qualifications:

  • They are the current owner of the property
  • No property taxes are in arrears
  •  Willing to maintain/repair properties to ensure they remain at accepted standards
  • Cultivate productive relationships with HCVP tenants
  • Advertise availability of vacant units promptly

WHA has a full-time on-staff contact devoted to working with landlords and provide “one-stop shopping” for:

  • Finalizing applications
  • Scheduling inspections
  •  Holding periodic landlord informational meetings
  • Producing and issuing a landlord newsletter

The benefits of becoming an approved landlord are many:

  • Plentiful opportunities through the high and continuous demand for housing
  • A guaranteed stream of income
  • Your property (properties) will not be vacant for more than brief periods between tenants
  • WHA fully funds property inspection to ensure homes meet accepted standards
  • Direct deposits from WHA are issued twice a month rather than once-monthly payments, improving landlords’ cash flow
  • The full support and resources of WHA
  • You will have the satisfaction of serving the Wilmington community and improving people’s lives
